The player pathway

A Clear Pathway
From Community
To Country

The PNGRFL pathway gives players the opportunity to develop their skills, progress through structured levels of competition and pursue the highest levels of rugby league.

At the foundation of that pathway is Community Rugby League — in schools, clubs, affiliated leagues, villages and communities across Papua New Guinea. From that grassroots foundation, talented and committed players can progress into structured development through the PNGRFL Academy, advance into PNGNRLC national competitions, and ultimately compete for elite and representative selection.

Six Stages,
One System

PNGRFL’s pathway approach connects every stage of the game so that young players can see a clearer route from their local community to national competition and, for the best performers, the opportunity to represent Papua New Guinea.

Where the Journey Begins

Community Rugby League provides the foundation for player development in Papua New Guinea.

Through schools, affiliated leagues, junior competitions, clubs and game-development programs, players are introduced to rugby league and given opportunities to learn, compete and develop. Community Rugby League also provides the foundation for coaches, referees, trainers, administrators and volunteers who support the game at every level.

The objective is not simply to identify talented players. It is to build strong rugby league environments where players can develop the technical ability, discipline, confidence and understanding of the game required to progress. The pathway starts here.

Developing the Next Generation

The PNGRFL Academy is a central part of Papua New Guinea's structured player development pathway.

The Academy began in early 2024 as the PNG NRL Bid Academy and was relaunched under the direct management and oversight of PNGRFL in March 2026. Its purpose is to identify and develop talented young male and female players through structured coaching programs adapted specifically for the Papua New Guinea rugby league environment.

The program provides participants with consistent training, technical development, game understanding and preparation for the demands of higher-level competition.

Turning Development Into Competition

The next major stage of the pathway is the PNG National Rugby League Competition.

PNGNRLC provides the national competitive environment where developing players can test themselves against high-quality opposition and progress toward elite rugby league. Its competition structure connects youth, women's and senior men's rugby league.

PNGRFL has specifically identified the National Youth Competition, Santos Cup and Digicel ExxonMobil Cup as important destinations for Academy-developed players.

Preparing Players for the Next Level

The PNG Hunters provide an important elite pathway for Papua New Guinean players progressing beyond domestic rugby league.

For many players, the pathway into the Hunters begins in community rugby league, progresses through Academy and youth development, and continues through strong performance in PNGNRLC competition.

The Hunters environment exposes players to a higher level of training, preparation and competition, and has historically provided an important bridge into professional rugby league and PNG Kumuls selection. The long-term objective is to make this type of progression more systematic and accessible for talented players across Papua New Guinea.

Pathway 05 — PNG Kumuls

The Pride of Papua New Guinea

To wear the Kumuls jersey is to represent more than a team.

The PNG Kumuls are Papua New Guinea's national men's rugby league team and represent the highest honour available to a male rugby league player representing the country. It means carrying the pride, passion and expectations of a nation where rugby league is deeply woven into national identity.

Papua New Guinea entered the international rugby league arena in 1975. The country's first national team was captained by Paul Chue, who became Kumul No.001 and helped lead Papua New Guinea onto the international stage. Over successive generations, players from communities throughout the country have earned the opportunity to wear the national jersey.

For young players entering Community Rugby League, the jersey represents what is possible. For Academy and national competition players, it provides something tangible to work toward.

Inspiring the Next Generation of Women

The PNG Orchids are Papua New Guinea's national women's rugby league team.

They represent the highest level of the women’s rugby league pathway and have become an important symbol of opportunity, representation and progress within the national game. For girls entering rugby league through schools and communities, the Orchids provide a visible pathway to representing Papua New Guinea at international level.

The Orchids made history in 2017 as Papua New Guinea's first national women's rugby league team, debuting at the Rugby League World Cup with Cathy Neap as inaugural captain. Their first international period also included a historic match against the Australian Jillaroos in Port Moresby ahead of the World Cup.

Their impact extends beyond international results: the Orchids created a visible national platform for female players and helped demonstrate that women could participate, compete and lead at the highest levels of the national game.

One Connected
Rugby League System

The future of Papua New Guinea rugby league depends on every part of the game working together. The strength of the system lies in the connection between every stage — a young player should be able to begin in their local community, understand what comes next, and know that development and performance can create an opportunity to progress.
