From grassroots programs and school initiatives to women in league and provincial outreach, PNG Rugby Football League works with communities to grow participation and create opportunities through the game.
At the centre of that game is the Papua New Guinea Rugby Football League Incorporated (PNGRFL) — the governing body responsible for the administration, development and growth of rugby league throughout Papua New Guinea.

PNGRFL was formally recognised as the governing body of rugby league in Papua New Guinea in 1974 and is affiliated with International Rugby League, the global governing body for the sport.
More than five decades later, PNGRFL continues to carry the responsibility of ensuring that rugby league is governed effectively, developed sustainably and used to create opportunities for Papua New Guineans at every level of the game.
Our purpose extends beyond what happens on the field.

Rugby league reaches deeply into communities across Papua New Guinea.
From local competitions and village leagues to national championships and representative football, the game creates a common platform through which Papua New Guineans can participate, compete and connect.
PNGRFL has long recognised rugby league as a nation-building sport — one that is used by governments, provinces, districts, villages and corporate organisations to promote unity. Today, that national footprint continues to grow.
For PNGRFL, growth is not simply about increasing participation numbers. It is about building stronger rugby league structures at community level, improving administration and governance, and ensuring players, coaches, referees, administrators and volunteers have access to the systems and opportunities they need to develop.
The game belongs to communities, and those communities are the foundation of everything PNGRFL seeks to build.

Community rugby league is where the game begins.
It is where players first discover the sport, where coaches and officials begin their development, where families engage with the game and where rugby league can have some of its greatest social impact.
PNGRFL works through its regional Confederates and affiliated leagues to strengthen this foundation. Its role includes supporting league administration, player registration, coaching, refereeing, game development and competition standards, while helping create stronger connections between local rugby league and the national pathway.
Through affiliation and development programs, PNGRFL aims to strengthen grassroots administration and ensure that leagues across Papua New Guinea are better equipped to provide safe, organised and sustainable competitions.

CREATING PATHWAYS FOR THE NEXT GENERATION
PNGRFL is committed to building connected pathways that allow players, coaches and officials to progress through rugby league. Those pathways stretch from community rugby league and affiliated competitions through development programs, academies, youth competitions, elite domestic competitions and representative football.
The National Youth Competition has become an important part of this structure, providing young players with a clearer bridge between community rugby league and higher levels of competition.
PNGRFL's broader pathway model is designed to identify talent early, provide structured development opportunities and create genuine progression from grassroots rugby league into national competitions, elite programs and representative teams.

BUILDING THE WOMEN'S GAME
PNGRFL is committed to strengthening opportunities and pathways for women and girls across rugby league.
The continued development of the Santos Cup provides an elite national pathway for female players, while increased focus on coaching, player welfare, high performance and development is helping strengthen the women's game across the country.
Women's rugby league is also an important part of PNGRFL's representative pathway, with the PNG Orchids providing the highest national platform for female players.
The long-term objective is to ensure that women and girls have genuine opportunities to participate, develop, compete and progress through every level of the game — a broader vision in which opportunity is more inclusive and the game continues to grow for everyone.

PNGRFL's responsibilities extend beyond organising competitions and representative teams. As the national governing body, PNGRFL provides leadership, governance and standards designed to protect the integrity and long-term sustainability of rugby league. The organisation is governed by its Constitution.
PNGRFL continues to strengthen governance, compliance, accountability and administration across the national game, while working with affiliated leagues to improve standards at every level.
Strong governance is essential to sustainable growth. It provides confidence to players, communities, partners and stakeholders and ensures that the game is administered responsibly, transparently and in the best interests of rugby league in Papua New Guinea.

Papua New Guinea rugby league continues to evolve.
Participation is growing. Governance systems are strengthening. National competitions are developing. Opportunities for women and girls are expanding, and youth pathways are becoming increasingly structured.
PNGRFL's responsibility is to ensure that this growth is sustainable and that the benefits of rugby league continue to reach communities throughout Papua New Guinea.
